ghostel--check-module-version is a natively compiled function defined

Documentation
Check if the loaded module is older than required.
When the module version is below ghostel--minimum-module-version,
warn unconditionally and, when PROMPT-USER is non-nil, offer to
update using ghostel-module-auto-install. DIR is the module
directory. At load time PROMPT-USER is nil so a stale module never
triggers an interactive prompt.
