Return the stub string for FORMAT, or "" if FORMAT is nil/unknown.
FORMAT is a key string: "yaml", "json", "dotenv", "ini", or
"txt". The first four match sops's native --input-type values
verbatim; "txt" is a sops-mode-only key for plain-text files,
which sops itself doesn't parse -- callers should pair .txt paths
with a sops-input-type-overrides entry mapping to a real parser.
Any other value (including nil, "binary", arbitrary strings)
returns the empty string.
